The Center for Medicare and Medicaid Services (CMS) implemented a Comprehensive Error Rate Testing Program and began producing error rates and estimates of improper payments to evaluate contractor and program performance. Since inception of this program CMS has recovered nearly $700 million in Improper Medicare Payments.
The Recovery Audit Contractors (RAC) demonstration program started in March 2005 in three (3) states California, New York and Florida and ended in March 2008. The RAC program will be a permanent program and expanded nationwide by January 1, 2010.
RAC audits come with heavy staffing burden, responding to inquiries, and tracking communication.
